To me, this solution would probably cost something like $100-125 per local bus, and only the cost of standardizing the locks on the express buses. Not everything requires a high-tech solution, although there should be a remote ability to shut off a bus suspected of being stolen. Where on the bus would they attach those locks? The painting of the lock should also be the color of the area of the bus it will be installed in to camouflage with the bus and the thieves would never know it's there, so that way if they try to pry the doors open, the doors would not open. Also, should they do anything to secure the driver window to prevent thieves from climbing in through the window and directly into the drivers seat?
