U2/U6

This project will make improvements to stairs U2 & U6 at the Grand Central-42nd Street complex in the borough of Manhattan, which connect the northbound platform on the Lexington Avenue Line and the passageway to the Flushing Line. Some schedule dates are not available, due to project being under development.

IIRC this is the stuff funded by One Vanderbilt.

TBH i'm surprised new construction doesn't come with transportation impact fees split 50/50 with DOT and MTA, impact fees are heavily used elsewhere in the country. You'd think that New York politicians would love a new source of revenues that is politically popular.

It's more of that "we didn't think of it, therefore we cannot use it" mentality at work here. That and the perceived fear that forcing developers to compensate for the increased foot traffic their buildings will bring may somehow scare them off.
