Not always true. Following the rule, the most restrictive law / ordinance takes precedence, remember that the smallest area on the line can have an ordinance restricting train speeds to, say, 35 MPH within its limits. Slowing true HIGH SPEED DOWN BEFORE ENTRY AND PICKING IT UP AFTER. REMEMBER THE WHOLE TRAIN SHOULD BE OUT OF IT BEFORE YOU CAN EVEN START) is what can kill the whole thing. Pennsylvania RR had this when it started Metroliner sevice NY - washington, and it took a couple of years after the necessary trackage upgrades were complete and all speeds thoroughly checked and it could run at speed.
