Regarding London's process, contactless cards that are tapped on an inspection device will trigger a flag of some sort that charges a maximum fare at the end of the day if the card wasnt tapped in/out properly by then. 

Since we don't have exit fares, IMO it could be possible to have an inspection device that shows the last (if any) tap for the contactless card in real time. If not then maybe a similar situation to London where a penalty is charged after the fact.

Not sure how it would work with long bus rides though.

There aren't really bus rides > 2 hours, are there?

Metrocards do currently track the current route you tapped on. I don't think that would be that hard to do with OMNY, since the bus drivers already put in the bus route for signage and BusTime.

No bus rides are scheduled for >2 hrs IIRC but traffic can cause one, especially on longer express routes. 

Tap times and locations are definitely possible with OMNY but would need an online real time device, especially since contactless debit/credit cards cant store that info locally.

Aren't some M101 runs scheduled for >2 hrs from end to end that is.....

It's not that. The MTA is heavily enforcing social distancing on their properties. They do not want more than one person working on a bus downstairs in maintenance. OMNY installs are a three person job, maybe a 4th if they need an operator to help them with bus movement.

Also being that these buses still have to be CV-sanitized and with the lack of employees, there's no need to unnecessarily hold buses out of service.
