But what about using the LIRR tracks to reverse commute, to Jamaica, JFK, and areas east.  Granted, these areas aren't as big of job generators as Manhattan, but if you are heading to the LIRR and you live along the (3) line somewhere east of Utica, you will use that transfer t o (L)  to reach LIRR.  (If you are west of Utica, you will probably make your way to Nostrand Ave station or Atlantic station, even though you are heading east, overall.)

Reverse commuter here (former LIRR user - LIRR ENY station inparticular).....

Those that are more proximate to Saratoga or Rockaway may be more prone to taking the (3)(L) for that purpose, but anyone closer to Sutter-Rutland would continue taking the B12..... 

Anyone east of the (L) would around Livonia would likely continue making their way to taking B20's/B83's to get to B'way Junction, to walk those 2 blocks from Fulton to the LIRR underpass, to access the EB platform from there....

Atlantic av (L) needs to be reconfigured somehow; trekking up/down & around the maze of stairs to get from street level to platform level is a pain in the ass (never mind the pigeons & their fecal matter you also have to be mindful of, but that's another story).... The vagabonds that loiter (and/or SLEEP) under the steps (at street level) are a problem too....
