As someone who works in tech:

Developer websites are usually used for QA purposes to iron out bugs before they are officially rolled out.

That being said, I feel like actually publicly exposing them on the public internet may not have been intentional, and I would not really publicize the existence of this website if I were you. Someone might get in trouble.

Why would I know? I don't work for the MTA, nor do I have any familiarity in IT. I imagine the answer from @bobtehpanda is likely correct though.
