That makes sense because the new platform is somewhat isolated, which would make connections difficult. An additional train an hour helps, hopefully the connection time isn’t too long (like missing the train by a min or so), because the wait can be as long as the ride to Atlantic. The point is to remove conflicting moves in Jay and running enough service that timed connections are not necessary. Trains like 1455 are often delayed during rush by trains coming in East on 1, trains with cross platforms on 5 and 4 are often backwards and therefore in conflict. JAY is Johnson Avenue yard which doesn't really conflict with rush hour trains since it has its own yard lead.
