Empty retail spaces in the NYC subway

My question is this: is it possible that in 472 stations there are only 195 available shop spaces? In the  Columbus Circle station alone there are 40 available shop spaces (Turnstyle Underground Market)...
Maybe this number only refers to those owned by the MTA? In fact, I discovered that not all retail spaces in the subway are owned by the MTA (https://ny1.com/nyc/all-boroughs/traffic_and_transit/2024/05/07/mta-looks-to-food-for-retail-rebound)!
