White lights on sides of Orion VII buses

What are the white lights near the wheels on driver's side of Orion VII buses for? I think that I saw an Orion VII bus that's missing the black AC grille. On the bottom of MCI express buses near the rear wheels, there are loose rubber(?) sheets. What are they for?

The lights on the Orion VII NG come on when the driver puts on the turn signal. The lights on the right side also come on when the door is opened.
