Federal regulations require a full working set of running bulbs on all active passenger rolling stock at all times. This includes any cars that sit at the back or front of a train, plus locomotives.

Yeah I saw the same thing being done to an R40 slant at Lefferts. It was definitely new to me since I have never seen it done that fast.
