Why does this R42 have black tar holding the rollsign?

It's none of the above. What you see in a rubber gasket. I recall seeing a Slant that has the same thing on the storm door.

 

Yes Sir, R40 4389 is one of them.

Maybe cause the R42 is so old and worn that its there so the sign dont fall off maybe if it do fall off all the colorful letters are going to fall on the floor then people will look for a Jfk airtrain sign.
