V Trains at the WTC?!?

I was going to the UWS today via CPW tonight around 6. So I walk to the WTC thinking I'm gonna use the to go and switch at some point to an (A)/© and when I get to the WTC station I see a train parked there taking on passengers. I didnt get to ride it tho cuz of my roommate yanking me away so he could ride the R160 -grumbles-. So I'm thinking its a one time thing and as my is pulling out, I see another waiting to go into the terminal. Does anyone know what was going on?

Maybe there was some kind of problem at 2nd Ave and they had to turn the around at WTC. Could've switched over @ West 4th to continue up 6th Ave

Most likely the switch at 2nd Avenue was malfunctioning. And I supposed the F was running normal, right?
