Helvetica has a longer hook. The has some short hooks, you're right, the newer ones they have the longer hooks. I think you can find the and signs on the old R68 and R68A signs too. I think those signs also have and <R> on them. The newer signs are the ones with . I really like the style of the old signs that the R1/9s had and the old IND tile font.
