Obstacles to Changing Old Ways of Subways

 

The “Wet Paint” signs were still up yesterday at the 14th Street station of the Eighth Avenue subway line. Work crews had given the station’s orange columns a fresh coat, in time for subway honchos to hold a news conference there to announce an experiment in making the trains run on time.

 

Individual subway lines will get their own managers. In essence, they are to be converted into separate, if not quite independent, railroads.
