I've never quite understood that rule as it relates to this exam.

I work for a city agency and when they recently called from the clerical list, that rule applied because they had to interview 3 and choose 1 of those 3.

For this list tho, we aren't being interviewed. It's just did u pass? Is your paperwork in order? Did u pass the drug test? Did u pass medical?

I don't understand how someone can randomly be rejected if all of their stuff is in order. That's kind of f**ked up and has to be illegal. If i paid the exam fee just like u and passed just like u and neither of us had anything that would disqualify us, why would I just get dropped like that while u get to go on?

I'm not arguing I'm just saying I don't understand it.

Plus, in typical lists, even if the other 2 of the 3 do not get hired, they go back on the list for other agencies to consider them. They don't get disqualified just because an agency didn't hire them. So I don't understand how that rule applies here.

I’m right there with you in regards to the confusion. I work for the city as well and thought the same thing. However, when I spoke to a friend of mine who works in recruitment for another city agency she broke down the city’s shady business.

To my knowledge 3n1 It is usually for hiring pools and promotions. Although, some agencies use this to reject people “by the book.” I highly doubt it’s random when the use this rule....

its unfortunate, however, some people can fight it if they know the right avenues.....

Yeah man, I definitely did. Didnt have any luck getting through to her. I'll try her again...On another note, there was a gentleman that posted to this forum not so long ago. I've forgotten the name, but he explained; he noticed that his number was being skipped and that Vargas told him to expect a letter in the mail....Does anyone remember or has anyone heard anything further in his case?

I believe the guy you’re speaking of received a 3n1 rule letter. Which is really not good news. Invitations to medicals usually come in the form of a phone call or email. If your paperwork is in order and your history (truthfully) and drug test is clean then you should be getting the invite soon.

Actually, it was like it never happened :) have not heard back a thing. Did anything change from the previous letter of results to the "updated" one?

Depending on where you rank on the list, I suspect they will call in block groups [ie. say 1-50] then seek to fill x number of positions, likely by rank order, then eliminating the number they filled, and then calling the next block. So let's say 5 were filled from that first calling in,  then likely the next call will be from #s 6-56. I am not sure if there is info available as to the last appointed number off the list [seen some mention that information is available by calling in & speaking to someone] but the city data certified list doesn't have that piece of info. Also, the last certification date on that list expired on January 9th, and hasn't changed since. When you call the automated line it will let you know if you are on an outstanding certification or not [I guess that outstanding. meaning, you can be called in via a letter for these block group sessions/processing] The fact of the hiring freeze probably will make this a very long drawn out tedious thing.

At the time, they definitely delineated between current transit employees and non employees. So I suspect that likely on a transition/title change they would allow salary match, but not really sure. I do think as a employee you likely have an advantageous position on a few levels versus an outside person. Most the employee people seemed to have exited way quicker than others there that day.

Thanks for the info. The updated notice of result just was reworded stating that my name was inserted onto the list. I believe this is because many candidates such as myself inquired about being given a list number plus .50. For example if the list was established and you won an appeal at a later date then your list number could’ve been 200. But because someone else got that number they inserted you onto the list giving you a 200.50 list number.

At the employment center yesterday there were about 50 or so individuals called from this list, process ranged in time for some [those who were already mta employed, and those not] but it lasted about 8 hours, going from station to station. Seems everyone there went for "final processing" but honestly it didn't seem like anything final, just procedural. Individuals were called to interview in supposed list order, but not sure what the final results of anything were. Whether individuals were hired, or told they'll contact you or something different. Maybe some on the board were there as well.

    Odd things:

They asked for quite a few documents to be brought in, but never asked for them.

The letter to come to the location arrived a day prior to actually having to go in [can only guess this made some miss the letter/date & not show up] Tight scheduling

And yes, mention of a hiring freeze. Got the feeling the 50 were there for a small handful on openings, if any. All in all a strange experience for sure.

Did you hear anything back since that day? I just received an updated notice of result letter today and I was wondering the process.

First was by mail, second was by email, third was by mail, but my first two p/e’s were when they were calling provisionally. The third one was after the list was established.

Thank you so much. On your second p/e did you have to fill out the application again or just give in the “homework”?

yes i did. so you are saying that even though i scored exceptionally on this test, and met all of the other requirements, it was still always a random 33.3% chance that id be hired? lol that is the most ridiculous rule ive ever heard. is there some legal action i can take?

It really doesn’t matter how well you did on the exam. If during pre-employment, they find something unfavorable in your paperwork they will disqualify you and use that rule to justify their determination. By unfavorable, I mean you owe tickets, a bad driving record, certain instances of termination from employment or city employment. Most of all dishonesty. Transit will hire people with a criminal past but will not deal with liars. If you are squeaky clean then yes, get a lawyer. Do you have a feeling why they may have disqualified you?

does anyone know what rule 4.7.1 of the rules and regulations in accordance to the personnel director actually means? i tried to speak with people on the phone but couldnt get an answer

Look up the 1n 3 rule in civil service law. Usually agencies use this rule as an excuse in not selecting you. Did you get a letter of disqualification?

  8. I am hearing very conflicting statements regarding the drug tests...  Some are saying the drug tests expire 30 days and some are saying 90 days. I am  reading  the p/e paperwork expires in 90 days as well.  Can someone  give me accurate information in regards to overall p/e expirations please????

Awww damn. Yea was def 1 of the colder days. I was lookin out for ya boots too thats the funny thing. Thinking if she still here i have no right to complain lol. And i hope your assumptions are correct, wouldnt make any sense to call us if they have no plans of swearing us in until like june/july. Im still showin up early next time, better safe than sorry

Being that our list numbers are in close range, please post when you get any new notices for p/e or medical. I will be sure to do the same..

Im number 155* and did my 1st P/E wednesday. I know ill be a while but i feel the need to chime in for those in the higher numbers since only 3 digit lost placements seem active on the post. From what ive gathered im looking forward to @ least 2 more P/e’s and a couple medicals. Im hoping for a march class honestly but would love yall imput

PS - i was 2nd online and arrived about 5:45am and still didnt leave till 7! They dont go by ticket number so have patience! Thank god i brought my phone charger and a tablet. Caught up on a couple of shows I favor.

I couldn’t agree with you more. I was the lady freezing in front of you on Wednesday. I chalked it up as getting there early to secure a seat being that the place had many people standing up filling out paperwork..... I’m assuming there’s a method to the reason they are calling us in the mid to late 1000s so early in the game.

I definitely see another p/e in the future.

I did the pe 3 times , i made copy of my application and just looked through them. And i never filled out a page 4 , i dont even remember writing anything abt criminal conviction for p/e, they only ask criminal history on the home work, which you will get at pe.

Thank you for the reply :)

I think I'm missing that then because nowhere in the packet does it ask about arrests. N if they are only processing in the 400's, why did they send packets to people in the 1900's. That sounds like ppl will have to attend multiple pe's..smh

I believe they are trying to get people in these next couple of classes ahead of time. Does your p/e packet says you need to bring a blue ink pen only?

I am asking because the p/e package for the last list I was on included a page 4 and required black and blue ink pen.
