TA and OA?

So, I came across this 2 old badges laying around from idk when. One is an old TA 'Conductor' badge, but the other one says 'OA' instead of TA, which looks like a O going through an A and is an 'Operator' badge. I'm just curious as to what OA stands for, if anything. I'm thinking it's before the transit authority formed, but i'm not sure. Anyone can shed some light on it? BTW, i'm almost positive it's from New York.

That's a MABSTOA bus operator badge.
