A Small Question About The Post Icons

Just curious: Shouldn't the little green arrow be used to indicate a thread that has been moved by an Administrator or Moderator rather than to indicate a General post and also, what distinguishes a General post (the little green arrow) from a Post post (the small piece of notebook paper)?

The green arrow is pretty much like an explanation mark. When we move threads, there is a redirect to let everybody know.
