New York City Mayor Bill de Blasio has started testifying at a state budget hearing in Albany, where he's expected to face tough questions from lawmakers about the city's contribution to the Metropolitan Transportation Authority .

The Democrat started his testimony shortly after 10 a.m. Monday before a legislative budget panel. He's expected to be questioned by legislators for several hours.

Lawmakers, city officials and Democratic Gov. Andrew Cuomo are now debating the best way to fund vital repairs and upgrades to the city's aging subway system.

De Blasio's annual appearance in Albany has become something of a tradition in Albany, giving the mayor's critics in the Legislature an opportunity to question de Blasio on their own turf.

De Blasio began his second term as mayor of the nation's largest city last month.

MAYOR HEADS TO ALBANY TO PITCH HIS BUDGET — WITH NO NEW SUBWAY SPENDING

By Grace Rauh  |  February 2, 2018 @10:09 PM

Mayor Bill de Blasio is heading to Albany Monday to plead his budget case to state lawmakers.

The visit comes as he and the governor are fighting over funding for the MTA once again.

While the Mayor is hoping to increase funding for the city, the state is pressuring City Hall to put more money into the subway system.

"We need long-term substantial new funding for the future of the MTA," de Blasio said. "Like really substantial new funding that has to be sustainable. I believe a millionaire's tax is the best way to do it. When people then go to the immediate 'Oh I don't know if it's politically viable'. I don't know if congestion pricing is viable."

De Blasio's preliminary budget plan includes no new funding for the subway.

No word yet on whether de Blasio and Governor Andrew Cuomo will actually meet when the mayor is in Albany.
