City subsidies to the Metropolitan Transportation Authority's largest division total approximately $250 million a year - just 4% of NYC Transit's $5.7 billion operating budget, budget documents and financial reports show. Transit advocates and many state legislators don't believe the MTA needs to raise fares next year because it has a large surplus.
