MTA CEO Elliot Sander's top staffers are preparing the first state-of-the-MTA address "not unlike the State of the State, the State of the Union and State of the City," according to an internal memo. In the Great Hall at the Cooper Union early next month, Sander will "make the case" for the MTA's capital construction plans, which would face a funding crisis if congestion pricing is not approved. In the memo, Sander aide Ernest Tollerson directs members of the MTA "cabinet" at the Madison Ave. headquarters, agency presidents and other high-ranking administrators to forward ideas for the address.
