Assuming you're correct in that the tours have been given since 1981 (I don't know nor do I care to look it up), that's twenty-nine years of tours. However, they are largely irrelevant in terms of safety to the continued operation. Whether or not the tunnel is safe is not a function of how long the tours have been given.
