There were select F trains running on the Crosstown line. As for the "1 or 2" B trains going on Fulton st, what would honestly be the point? 1, no one would really be on them. 2, the crews and equipment would be completely displaced. 3)those 1 or 2 trains can indeed potentially jam up the railroad. It's RUSH HOUR people! Think logically for just one minute! Think like a railroader and not a railfan. headways are at the lowest wait at this time. And trains operate on a fixed block signal. Try this on a model railroad without dcc and see what happens. Look what happens if a train stays at Fulton st on the A/C line for just 2 minutes too long. You have a train in the tunnels right behind it, and one that can't fully enter chambers street. Why? Too many trains, not enough space. That one fire effected the bridge, cranberry, montigue, Rutgers and even Crosstown which doesn't even enter Manhattan. So why not only one or two trains? It's called the domino effect. its just easier and quicker to suspend the line unfilled the block is cleared.

 

Now the whole "I tried to come up with an idea but everyone jumps down my throat" song is old and tiring. Have you noticed who exactly does this? Actual employees. Operators, conductors, dispatchers, and people who know and understand the operations and why things are done the way they are. now great ideas have been mentioned in other threads and we're shown praise. If the idea isn't good, don't get mad. It's not hating, it's logic.
