Waterspouts are generally small. And any land tornado that forms in the city would also likely be small (and very brief), because there's not a lot of space to suck the air from the ground.

You'd do better with a hurricane (which could be as big as the city).

Could a hurricane transform into a tornado or could I raise the windspeeds up to 300 MPH?

No; even though they have similar dynamics (rise of hot air and drop of cool air in a swirling motion), tornadoes are more localized, while hurricanes are a bit more [semi-]global (tied in with the entire ocean currents) and thus much huger.

Hurricanes can produce tornadoes [ i.e. their own distinct funnel clouds simultaneously], however!
