I agree that the problem has shifted as the jails (correctional facilities) have had  to release them and what just happens is that the problem just shifts from one agency to another. When I first started in the field, there were few inmates that had mental problems as a percentage of the general population. In the 1990's and later the population increased so much that the bills for medication for these inmates went through the roof. Where I was at that time it was said that the medication line was longer than the chow line. While we received training in how to deal with the mentally ill, the staff never knew when they would go off or where or what reason.

Another way to find this title is to check the title through WorldCat. which lists what libraries have the title and in what form and if your local library does not have it, let them order it through interlibrary loan. My local public library had the book and i was able to read their circulating copy.
