Unfortunately, the issues with the Montague clearance will prevent that....

Yeah, it's a pain.  Not fixing the Montague Tunnel clearance is simply bad policy on the TA's part- reversing a consist through West 4th is a ridiculous detour for what should be a simple straight shot from East New York to Coney Island.
