BUT-- would her condition not qualify her for Access Link, which would provide much more personal and direct service? if that's the NJ equivalent of Access-A-Ride, then probably; the issue is that if AccessLink runs anything like Access-A-Ride or traditional paratransit services it's generally inferior to proper public transit. By the time you have a 24-hours-ahead reservation policy, long bus-arrival windows, and so on the service is basically useless for any kind of regular use. The regular buses may be unreliable and have occasional broken lifts, but they're probably still on average better than paratransit.
