I've always believed that heavy rail (not light) that doesn't share a right of way with street traffic is the biggest key to a vibrant metropolis. I don't think it's a coincidence that all the world's greatest cities also have the world's greatest subway systems, and that arguably the greatest (NYC) has the only 24-hour system. I've often discussed with Detroiters about reviving their city with a real subway system, and they always ask me what's the point, saying there is nowhere to go to.
