R28 at unionport yard

Does anybody know why two five cars sets of R28s are sitting in unionport yard? Does the MTA use those cars for work service or something?Went i railfanning up there last year the two five car sets were signed up as the .One set for dyre ave and the other one for E 180 st.Or are they for emerency backup?

You know, when I saw that train last year signed up as the , it was the perfect time to bring it out to run in service.
