Its easier to have one seperate shuttle train than all the trains extended to Broad street. The shuttle train also requires less T/O's, and they only had to open one platform at Fulton Street instead of having 3 more platforms open. Personally, I would have had them all go to Broad and dealt with opening up the additional platforms to make it easier for those coming from Brooklyn/lower Manhattan looking for Wall Street as they would not have to switch over at Chambers then.
