"Yes!" exclaimed John Buckley, 39, as he sat in his car on Seventh St. "I'm so happy and elated. It's a home run." Buckley, a correction officer, is forced to perform the same urban ritual as millions of other New Yorkers: a biweekly mad dash to move his car from one side of the street to another before the street sweeper - and parking ticket agents - show up.
