Or it gets placed there if people are often looking for an answer to something and it's in the thread. Basically if a lot of people look at the thread and reply, it will become a sticky. A thread does not necessarily need thousands of replies and views to qualify as a sticky. But, again, the end-game discretion is up to the forum moderators.
