Not all of it was. That was even established in this very thread.... The (MTA) still had to put money into that project.

 

Well I didnt see it in the thread, but you are correct. The MTA has put $130 million dollars into the project while the federal goverment took care of the rest of the costs at $847 million dollars contibuted into this project. Where did the MTAs contribution go? Well I am no certified public accountant but I say most likely project management costs as its figures closely matches the MTAs actual monetary contribution into the project. It balances out so that must be the reason.

A new report from the office of State Controller Thomas DiNapoli — based on a 2012 survey by NYC Transit — says 90% of subway stations are in need of repairs.

375]Approximately 90% of New York subway stations had structural defects like worn platform edges or cosmetic flaws such as peeling paint, according to a report the state controller released Thursday morning.

375]"New York City Transit reports it is making progress on repairing stations but the pace is too slow and much more work needs to be done," controller Thomas DiNapoli said in a press release. "Worn or damaged stairs and platform edges pose risks for riders, while broken tiles, lights and peeling paint leave riders with a low opinion of the transit system."

375]But the Metropolitan Transit Authority fired back, saying Di Napoli’s report doesn’t take into account improvements in the last several years and denying subway conditions are dangerous.

375]"All 468 stations in the MTA New York City Transit subway system are safe for our 5.8 million daily customers,” the MTA said. “Any unsafe condition on a platform edge is repaired immediately, just like any unsafe condition anywhere else in the subway system."

375]The report is based on dated information — a 2012 survey conducted by NYC Transit, a division of the MTA. But DiNapoli's office said that was the most recent data available. NYC Transit does detailed station condition surveys once every five years.

375]Using a scale of one to five, the survey rated "structural" components such as stairs, columns and platform edges, and architectural components like tile, paint and lighting.

375]Components rated 3 or higher were considered worn or damaged.

375]The survey didn't consider cleanliness, routine maintenance needs or the condition of elevators and escalators.

375]Among the report’s findings:

375]* More than one-fourth of all structural components had defects and needed repairs.

375]* 33% of platform edges had moderate defects and another 10% had defects deemed serious.

375]* Nearly 30% of station components, such as ceilings or columns, needed to be painted.

375]* At 83 stations, including major stops like Rockefeller Center and Brooklyn's Borough Hall, at least 25% of the tile, paint and lighting components needed repairs.

The survey didn’t cover subway station cleanliness.

375]* Nearly 1 in 5 of the subway system's 176 escalators and 217 elevators are beyond their useful lives and need replacement.

375]Over the past three decades, NYC Transit has spent $4.5 billion completely renovating 241 stations. It failed to invest in follow-up maintenance, however, and conditions worsened over time, the report said.

375]The agency implemented a new strategy in 2010, giving priority to the most deteriorated structural components over complete station overhauls, according to the report.

375]“This change has allowed the MTA to address defects in more than 150 stations in the 2010-2014 Capital Program and deliver immediate benefits to more customers, which is not reflected in the figures used in this report,” the MTA said.

375]The MTA Board last week approved a $32 billion 2015-2019 Capital Program that will “significantly improve stations,” the MTA said.

375]The plan has a $15.2 billion funding gap that will require additional government subsidies for riders, transit officials have said.
