They would serve Richmond Terrace (to avoid the horrendous S40/90), and run Weekday rush hours

X20/21 would use Clove Ave/Broadway to get to Richmond terrace

X20/21 first stop: Broadway/Castleton Ave

They would both Serve midtown via 6 Av to Central Park South

The ONLY way to loop through Coney Island is by having it single track for a considerable amount, and COMPLETELY screw over the and trains. Coney Island was built as a terminal; not as a loopty loop for you to have fun with.
