  1. What's the speed of R68/A s/b exp between 36st and 59st?

It's pointless because the travel time is roughly the same between Hoyt st and 59 st. only skips Spring st, 23 st, and 50 st but there are local express stops between these stations like West 4 st, 14 st, 34 st,42 st. The would only save you 1 minute when it leaves 59st the would arrive the station.
  3. I agree with you too. The timers on the 4th av express are really annoying. The only part on the 4th av line with no timers is the southbound express from 36st to 59st. The trains entering 59st southbound hit 40mph entering the station.

Making the D run to 161st provides the connection to the 4 for uptown service. F should go to 21st and the E should go to Court Square. M and R shutlle service takes place too. 4, The Lexingtion Av between 45st and 100st is bi leveled with local on upper and express on lower. If they want to shut down the upper level trains will run on the lower level. Workers can work non stop in the upper level because no train interruptions. This also the same way when the lower level is out trains run on the upper level. One level can handle all lexingtion av service. .
