As for the shuttle buses, they sometimes buy older, used buses, so that wouldn't cost them a lot to get if needed, and they still have quite a few laying around. Port Authority also wants them to run buses into the CTA when this is all said and done, but the question is where....it'd be funny if they get sent to Terminal 4, but I wouldn't be surprised if they end up back at Terminal 5. If the MTA manages to pull out of that somehow, the Port Authority will literally give them hell. The new T5 extension looks like a good place imo.
