Because, Staten Island is like just part of New Jersey, far from New York, wrapped around by New York City and hard to get to from New York City...

 

Also, Staten Island will be blocked by the New York State... Since, New York City is a lot like a State itself...

 

OK. So a bridge directly into Brooklyn and a ferry directly into Manhattan makes SI hard to get to?
