Having a very visible police presence will deter some and really that is all we can hope for since we are fighting an enemy that is more determined to kill us then anything. We look at those who were attacked and as unfortunate as it is for them, we basically take their slip-ups into account and we learn from them to try and ensure the highest level of safety in our system.
