Custom Link Help

Hey guys!

 

I have noticed lately that many users, such as Harry when he posts news, have been able to create a customized link, where clicking a word in the text will lead you to another site via a link. I have tried on numerous occasions to try and do this, to no avail. It appears it has been deactivated for me. If it is just that I don't know how to, please teach me how, and if it has been deactivated, please activate it! Thank you!
