If it turns out this operator killed a man crossing with the light because he failed to yield, he should be fired on the spot and kept off the road. No questions about it. You have to be aware of shit everywhere you cross, there will always be unexpected things happening and this is just the tip of the iceberg. Yeah you gotta be aware, but it's entirely a driver's responsibility when they enter a crosswalk to yield to any pedestrian there with the light.
