Yes, but unless the horsemen who race in New York get a significant cut of the revenue, I can see where it could be several years minimum beyond the three-plus it will take to actually get this passed, as to me it's a pretty safe bet there will be lawsuits, particular from owners and breeders of horses who could be otherwise adversely affected by this. Oh it was never something to be soon, it was said rather plainly that it would take years, and many a fight to be fought and won.
