The two express and local tracks have a rail condition. They all are usable except for the Northbound Express Track. However the tph is not going to hold all the trains. It wi over do the rails. Some trains can not pass because it would just make the whole line unusable for a period. Trains would also run at slower speeds

Not as many trains can pass as regularly trains would pass

What if there was limited space along Broadway because of a rail condition. What would you do.
