Local shuttle buses run from 137th Street to 96th Street, from 96th Street to South Ferry, and express shuttle buses that run between 96th Street to Chambers Street. Additional shuttle buses stop only at local stops from 23rd Street to Franklin Street, also making a stop at Park Place. Some of these buses stop at Times Square aswell. Every single bus that can be used is used, and see if other regional systems (such as NJT, SCT etc.) can help out, offering compensation if necessary.

Broadway line shuttle buses: Whitehall Road, runs non-stop to 23rd Street, then makes all stops to 57th Street. Canal Street, makes all stops to 14th Street.

The M42 is temporarily fare-free, and will run with articulated buses
You can now board and alight express buses within the borough of Manhattan.
Express bus fares are now $2.50.
The BxM1, and BxM2 will be temporarily discontinued, with cross-honoring on Metro-North and Amtrak. Amtrak trains to/from Albany ONLY will make stops at Spuyten Duyvil and Riverdale, for passage to Penn Station ONLY. Metro-North express trains will stop at the stops above and Marble Hill.
BxM18 buses will be routed through Inwood, and will make stops on the Upper East Side.
Increased BxM18, BM3 and BxM3 buses,which will be running all times.
Charter buses will be called in if necessary
