If the shutter speed at which the photo was taken is higher than whatever the cycles per second is on those LEDs, only the part of the LED that was illuminated for that thousandth-or-so of a second will show up. If the shutter speed is lower than the time it takes for every part of the LED to light up at least once, you will see the sign correctly. However, this is not always feasible when shooting outside or in bright conditions, which is why you might have noticed that most of the photos with weird LEDs are taken on the structure.
