I believe they are being placed on the C due to clearance problems on the other lines, most likely the train operator has a hard time trying to investigate the cause of a BIE while searching between cars outside of stations

so the test they do beforehand to let you know if you have sleep apnea has 2 results, either your AHI is low and you dont need one, or its mild or higher and you need a CPAP machine, if you dont need it because your AHI is low I believe that clears you from needing the 30 day test
Unfortunately thats the one thing I can never be sure on until the few days or weeks before it hypothetically gets extended again
