I saw Amtrak GE Genesis #702 via Hell's Gate. Those diesels never run there. It seemed to be hauling a NE Regional, since it went very slow.

Absolutely correct. I was on the 8:37 PM New Haven local Sunday night. We were stopped at Mt. Vernon East for twenty minutes before given permission to proceed as far as Harrison. I was lucky to get off at New Rochelle where I live. New Haven passengers were told to ride to New Rochelle and transfer to a New Haven train. Catenary was out between Rye and Stamford. MN Diesels were used yesterday though Amtrak used their regular electric power.
