It's when you approach a toll booth like the VZN, Midtown or Battery Tunnel you have to speed slow. Like 10 mph. Flying down at 35-40 will mess up your tires and perhaps your transmission of the car. There's many who actually follow the rules, and are fully aware of their surroundings while driving at a reasonable speed. I agree with you on that but, the good drivers seem to be rare nowadays. Their main purpose is not actually to slow you down by force, but to give some sort of feedback that you're screwing up. That's why they have the mini ones on the shoulder in some states.
