Why hasn't the subway system been linked w/ the Staten Island RR?

the MTA can make the lower part of the bridge the Subway Tracks.

They need the lower level. How About an El. above the Upper Level. The Support pillars on the outer edges of the bridge so they dont interrupt traffic. Then have the trains run over the pillars so they don't build any in the roadway. Atleast this way, they can build while traffic uses the lower level and then reopen the upper level when construction is complete.

An El would be the only way it could happen, if it ever did.

The best thing you can do, is a light rail line over the bridge and to Bay Ridge, up to possibly the 86th Street or 95th Street (R) station. With Staten Island, there are many options for light rail lines. They could very well use them, and make transit run a bit more smoothly. SI is full of light rail lines just waiting to be built. I have a couple that I sort of have mapped out in my mind.

Same goes for other oute boroughs, especially with Queens and Brooklyn, there are many opportunities for a light rail system. Proper planning just needs to be made.

They Said the same thing about the first subway, but it was done anyway.

LOL! That was the turn of the last century. Things are different today. Look at how much progress realistic ideas like the Second Ave Subway have turned out. The SIRT–(R) connection is extremely unrealistic and more so than other ideas like SAS, (E) or (F) Qns extensions, Bklyn IRT extensions all which would be more worthwhile than SIRT–(R).

I doubt the Verrezano could support such a structure. It sounds like a de facto third level and would likely involve major strengthening of the Bridge. You also couldn't just close an entire upper level for the years it would take to build this. The Verrezano has enough handling what it has to take already with two levels.
