This would eliminate the "appearance of prejudice or partiality in favor of these projects ahead of hundreds of other projects nationwide.” a.k.a. Even though interstate affairs are our job we don't want to do it because we look like we're favor these 2 states. In that case any project in any state would be favoritism. No, working with those states is favoritism. The normal way everyone does it is they do their homework and then they submit it to USDOT. It seems that every time another politician decides to run for the presidency, the first thing they do is rail against taxes forgetting that if they dedicated tax lines to improve infrastructure (and for the record raised it every couple of years),infrastructure would have the money for improvements such as gateway. Cuomo is obsessed with his image more than anything else, Christie is acting like a teacher with tenure, and Trump just has a big mouth and no plans whatsoever. Eh, other countries have managed to codify actual cost benefit analyses into their infrastructure proposals (i.e., the EU, Australia, and New Zealand). It's just that here the left doesn't care about public accountability in spending and the right just wants to break government completely, so it will never happen here even though 'government is inefficient yadda yadda yadda'.
