While that is not a uniform, it is done for safety. Loose clothing can get caught on passing trains or equipment and drag workers. Boots are a no brainier when on railroad property.

I don't think so, but I am not 100% sure. The trackage they cover is done on a schedule so they may take one of the TGCs over to the IRT when there needed.
I have not heard about lead, I don't think they have any either. They do have asbestos though even though the GOH contract called for them to be abated. Also the R46s do have carbon steel as part of the car body, but not the frame so they "should" be ok.
Thats not 100% true. It's not so much that is is banned, just that back when the New Haven line was built, it was "strongly" advised against. Something about a politician, his cow, and a 3rd rail.
