Went on my RF trip on 12-10-08 and saw a R-142 making it's noisy turn... It is closed- to the general public. It has the same status as the IRT City Hall station on the Lexington Avenue Line. I read from somewhere that it could wear the NTTs out. Well yeah, the 5 has been stopping inside the inner loop for quite some time, and apparently the NTTs are still fine. Actually, they should test 5 trains running to the outer loop and stop as it does provide a better connection to the Ferry. If the tests are successful (meaning that the effect on the Lexington Avenue lines is minimal; causing little to no delays to the line) then sure why not, however if the tests show that this set up is too problematic, then don't.
